Our Journey
Perfect Start Learning was founded in 2012 by Tessie Ragan, M.Ed., a military veteran and early childhood educator with a deep passion for serving children and families. The program first began in Maryland and later relocated to California in 2016 due to a military move.

Over the years, Perfect Start Learning has supported families across multiple communities, shaping a program rooted in stability, connection, and high-quality early learning.Today, Perfect Start Learning is a licensed family child care early education program serving children 18 months to 4 years old.

Our mission is to provide a warm, enriching learning environment where children feel safe, known, and supported through structured play-based learning and social-emotional development.

Families are at the heart of Perfect Start Learning. We proudly serve the Rosamond and Edwards Air Force Base community and understand the importance of early childhood education in shaping a child’s confidence, independence, and future success.

​Owner & Educator
Meet Ms. Tessie, the owner and educator of Perfect Start Learning. With a Bachelor’s degree in Birth–Kindergarten Education and a Master’s degree in Early Childhood Education, she has dedicated her career to supporting children and families through high-quality early learning. Since transitioning from military service in 2005, Ms. Tessie has also been committed to advocacy focused on diversity, inclusion, and equitable access to care and education.Ms. Tessie holds leadership roles within organizations such as NAFCC, and NAEYC, and serves as an educator member of the Commission for Excellence in Early Childhood Education. Her work is reflected in the heart of Perfect Start Learning and the strong, supportive learning community she creates for children.
